Jason's Answer: The Lower Basin States.

Since the Colorado River Compact directs that 75 million acre-feet per decade be delivered to the Lower Basin States, the Bureau of Reclamation's error benefits them over the Upper Basin. Since the Upper Basin has to let at least an average of 7.5 million acre-feet flow past Lee's Ferry, that leaves only about 6.5 to 7 million acre-feet for their use, even laying aside whether or not Mexico has a claim on Upper Basin water.
