Major Emma Vining

Background
Emma Vining was born in Chicago, Illinois. She is 52 years old and is
divorced. At a young age, she determined she wanted to be a soldier, and
in 1970, enlisted in the Army. She rose quickly through the ranks and
showed a talent for leadership and administrative ability during the end
of the Vietnam war. She first became connected with the CIA in the
aftermath of the disastrous PHOENIX
counterintelligence project. To
Vining's chagrin she developed a reputation as a troubleshooter for
projects considered a long shot or operations that have failed or caused
serious difficulties. As a member of Army Intelligence, she had a
command
role during the invasions of Grenada and Panama. While involved in the
latter mission, she worked closely with Agency officials, who offered her
a transfer to the Directorate of Operations. She wished to expand the
covert role of America's national defense and has been an excellent
liason, operations and field director for the Agency since then, earning
extremely high marks in Operational audits. Although she did not finish
college, she has completed extensive training courses in a wide variety of
fields.
She is not politically active but contributes regularly to the
Republican
National Committee and the Human League, a relatively mild PAC which
lobbies for more stringent regulation of mutant powers at the state and
federal level. Major Vining was selected as commander and Agency liason
for TENEBROUS over her strenuous objection to the posting. However, after
her posting, she has shown tremendous skill and talent in organizing the
substantial assets of the operation, making it available weeks ahead of
schedule and well under budget for the startup period.
